The other effect of merging units with HQ's is increased radio range, though if your enemy is using radar it increases your detection level and large hq's (based on radio range) can be seen from far away on map with higher level radar, hence the encryption tech's. The Radio Strength seems to only reflect on the +10 efficiency? 2.0 for HQ's , I am not sure how encryption reduces range that radios are detected at.
200/400/600/1200 kilometers up to 600/1200/1800/6000 kilometers radio range
need +1 brigade tech to max out
xxx each brigade +100 km +4 brigades = 600km radio range
xxxx +200 km each
xxxxx +300 km each
xxxxxx +1000km each
this can help out a lot for supply consumption w/ logistics when not in war, and always attach fleets and airwings to a xxxxx or xxxxxx whenever possible for large supply consumption savings "large fleet from 12 to 9 supply use for example", with a good hq structure and correct attaching you can save a lot of supply use early game, it is worth taking the time to sort out the starting army correctly.
Though I am not sure this is working as intended? As the manual states
K2.2 Radio Communication Range
Each level of Headquarters (Army, Group, Corps, etc.) has a
certain range for its radios, which allow it to maintain contact
with its assigned Units. Units located outside this range
are unable to get the special advantages provided by HQ
Commanders (a different advantage at each level, shown
in L5.2). The radio range of Headquarters can be increased
through Technology Advances.
Another small tip, if you have multiple fleets of transports in a port, and just want to load onto a certain one, click the port till the fleet or ship that you want to load onto is selected in upper left, then highlight/choose the unit and load it and it will go onto that ship.
